The penalty box goes by many names, including the bad bin and the sin bin or sin box, and is punishment so to speak for all penalties that occur in a given hockey game in which a penalty shot is not awarded.
Players may serve a 2 minute penalty, in which time their team is short one player which can be to the detriment of the rest of the team and hurt the game. If the team happens to score while a player is in the penalty box, they are immediately released and do not have to serve out the rest of their penalty time in the bad box.
Goalies never go to the penalty box. They can not be spared out of the game, but they may be penalized for penalties in a variety of other ways including time docks and a penalty shot.
The penalty box is a way of keeping a team from going overboard with penalties, as this is time that they must spend in the game without being able to put in replacement players.
